The Rider deck is one of the very best known of all the Tarot decks out there. Most people just starting to learn the Tarot, will choose some form of this deck as their very first. I had The Mini Rider-Waite, myself :)
Known also as the Rider Waite Tarot and the Waite Tarot, the deck was designed by Pamela Colman Smith under the guidance of Arthur Edward Waite. Reissued in collaboration with Miss Sybil Waite and Rider & Co., London.
The "Waite" in the Rider-Waite Tarot refers to Arthur Edward Waite (1857-1941). Waite was deeply interested in all matters of an occult nature. He was a member of the Hermetic Order of the Golden Dawn. Under the supervision of Waite, the unique 78 card Tarot pack known as the Rider Tarot Deck was drawn by Miss Pamela Colman Smith, an American girl who was a fellow member of the Order of the Golden Dawn.

The Rider Tarot Deck comes with a 46 page instruction booklet that talks about the history of the Tarot, how the Rider Tarot deck came about, & about A. E. Waite and Pamela Colman Smith. It also gives card definitions, both upright and reversed, and how to layout and read the Tarot cards in a Celtic Cross Tarot spread. This is a great beginner's deck, and a must for the Tarot collector!
We highly recommend getting a more in-depth book on the tarot, at the same time, because the booklet interpretations can seem very cryptic at times. This can lead to frustration for a new student and an additional source can be very helpful.
A complete 78-card deck in full color, including the 22 Major Arcana and the 56 Minor Arcana, the Rider-Waite Tarot deck is printed in Switzerland. The cards include an instruction booklet and measure 2 3/4" X 4 3/4". This rider deck will fit in most standard Tarot pouches, bags, or boxes.
